[1315] Deleted resources - show below the <hr> and in red to make it stand out against red preview failure.

Added two more scoring methods to the theme categorization to handle
LGA datasets that have been harvested to give them themes based on
the service and function URLs provided in metadata. The IDs are
taken directly from the function/service URLs.  If we find the
appropriate extras the functions are scored very highly, whilst
services are scored as more of a hint.

The list of function/service IDs was generated by ckanext-dgu-local/ckanext/dgulocal/tools/import_themes.py using the data file in the data/ folder.

[noticket] Dependency unicodecsv is probably only needed by developers, so moving to pip-requirements-dev.txt (which is renamed from pip-requirements-test.txt.

Required by the refine_packages command.

Also added explicit requirements for paste and pastedeploy because of issue
with pastescript:

[1338] National Archive URL used instead for broken resources - Rename script for better understanding.

It appears the 'shown' event was never fired, but changing it to click seems to work as we would want.  Might be able to merge it into the disabled check as well.

[noticket] Remove resources_json as it is only used by core ckan templates for the Backbone-based resource editor. This change is already made on master in dacb9b94.

check_access will set auth_user_obj to None in the context if the key isn't present.  This means that if you call check_access before the c.userobj is set, it breaks (NoneType has no attribute sysadmin).
